Beginning in 1976, Michael J. Mungo, through Spring Valley Associates, developed tracts known as Flora Tract I and II. Later, Spring Valley was expanded by extending East Springs Road and West Springs Road. "Old Spring Valley" expanded with the addition of the Courtyard homes, Sweet Gum, Camberley Court, Enlow Court, Briarberry Road and Wild Cherry Road. Also in 1976 the Spring Valley Homeowners Association was established by the residents, who then accepted title to the roads, lakes, dams spillways, parks, and common areas.
